In reality god did not create sufferings,

but he is the dissolver of the sufferings.

Who create sufferings?

All the sufferings are due to the ignorance, ignorance is opposite of knowledge, so the cause of all the suffering is the lack of knowledge. 

Sufferings are the creations of man.

Ignorance is the root cause of suffering and the misery. And due to ignorance we suffer.

God Gave us free will

We are the creator of our own destiny, god gave us free will to create.

The Law of fruits and action 

We act according to our whims and the resultant action is there immediately.  Nature law, laws of action and fruits or god law is there.

It is not god’s creation that somebody is suffering from some painful condition and somebody is enjoying.
